Vorsorgeprinzip


The precautionary principle has come to the fore in risk discourse. It calls for early measures to avoid and mitigate environmental damage and health hazards in the face of uncertainty. This paper reviews the history of and current research on the principle and suggests areas where further scrutiny is needed. The origin of the precautionary principle is traced back to three sources: the general idea of precaution, specific nonjudicial codes of conduct and arguments from precaution, and law texts.

SJS/GreenPolicy360 comment: We, what I often call "Generation Green", started talking about vorsorgeprinzip in the 70s when we were doing what were called "teach-ins" for peace back then. The first 'Earth Day' we organized was a 'teach-in' and we talked about vorsorgeprinzip and, in English, we translated this principle into a broader 'environmental protection' whole earth movement. Today, we call vorsorgeprinzip a "Precautionary Principle". In business, it's in the risk management field of thought and practice. In green politics it's about being careful as we look at the consequences of our lives, our 'externalities'. Pollution of the atmosphere's 'thin blue layer' is one example, destruction of biodiversity, extinction of species, eradication of life on earth is another. It is time for an accounting, an "environmental full-cost accounting". #GreenPolicy360 #StrategicDemands

(Vorsorgprinzip, the precautionary principle,) became enshrined as the fifteenth principle of the June 1992 Declaration of the Rio Conference on Environment and Development, which states that ‘[W]here there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation’ (Jacobs 1995, p. 35). The basic concept has tremendous popular and scientific appeal, and has been written into numerous subsequent national and international agreements, such as the Australian Intergovernmental Agreement on the Environment, the United Nations Framework Convention on Climate Change and the Biodiversity Convention. Nevertheless, numerous definitions and interpretations of the principle exist and there is little consensus about how the principle should be implemented.
