RESOLUTION NO.26952
RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPOINTING THE GREEN BUILDING POLICY – COUNCIL ADVISORY COMMITTEE AND ADOPTING THE MISSION STATEMENT FOR THIS ADVISORY COMMITTEE

WHEREAS, the Council wishes to appoint a Green Building Policy – Council Advisory Committee (Advisory Committee), which will comprise a diverse community task force, including persons with expertise and economic interests in specific areas that will be affected by the Policy, to come back to the Council within 45 days with a recommendation and suggested ordinance for a mandatory green building program starting at 50 points for residential based on the 2007 green building standards which includes the 15% above Title 24 of the California Code of Regulations; and 20 points for commercial industrial under LEED.

WHEREAS, the Council also wishes the Advisory Committee to develop a phased-in program to incrementally increase green building requirements for residential and commercial development in the City.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa, based on the foregoing, finds and declares that the Council Advisory Committee for the City’s Green Building Policy (“Policy”) needs to be composed of persons having both varied and specific knowledge on the various issues, considerations and economic interests that will be encompassed by the Policy, including the Policy’s effects on builders and developers, building and development designers, financial lenders, building material suppliers, and the real estate industry and its effects on the environment and on the costs of construction. The Council accordingly appoints, as voting members, to the Advisory Committee builders and developers, representatives of environmental interests, and persons involved in associated industries and having affected economic interests, lenders to builders and developers, a representative of the real estate industry, persons involved in municipal economic development, representatives of the architectural and design professions and persons knowledgeable in state requirements for green building. The Council further finds and declares that those members appointed to the Advisory Committee who have economic interests which will be affected by the Policy are appointed to represent those economic interests and that the Policy, when adopted, will effect those members economic interests in a manner that is substantially the same or proportionally the same as the Policy will financially affect a significant segment of the persons holding the same economic interests that the members were appointed to represent.

BE IT FURTHER RESOLVED that the Council hereby appoints the members of the Green Building Policy – Council Advisory Committee who are set forth on Exhibit A, attached to and made a part of this resolution.

BE IT FURTHER RESOLVED that the Council hereby adopts the Mission Statement, for the Green Building Policy - Council Advisory Committee which is set forth on Exhibit B, attached to, and made a part of this resolution.
