RESOLUTION AUTHORIZING THE COUNTY TO PARTICIPATE IN THE SUSTAINABLE SILICON VALLEY INITIATIVE AND COMMIT TO REDUCING CARBON DIOXIDE (CO2) EMISSIONS THROUGH REDUCING ENERGY AND FUEL CONSUMPTION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, this Board is committed to responsive, effective and collaborative government that makes decisions based on careful consideration of future impact; and

WHEREAS, this Board has demonstrated leadership on environmental issues by supporting commute alternatives, purchasing hybrid vehicles, reducing energy usage, and internalizing green building practices; and

WHEREAS, the Sustainable Silicon Valley Initiative encourages cities, counties and businesses to reduce greenhouse gas emissions by reducing energy and fuel consumption; and

WHEREAS, this Board has reviewed the Sustainable Silicon Valley Initiative and finds it necessary and desirable to support this initiative in order to strengthen San Mateo County’s commitment to energy efficiency and environmental stewardship.

NOW THEREFORE, IT IS HEREBY ORDERED AND DETERMINED that this Board:

1. Support the Sustainable Silicon Valley Initiative to reduce carbon dioxide (CO2) emissions in the region by setting the following goals for the County of San Mateo’s own operations using 2004/05 as a baseline and support the work needed to achieve them:

a. Reduce CO2 emissions by 10% by 2010.
b. Reduce the amount of electricity supplied by the grid (PG&E) to existing County facilities by 20% by 2010.
c. Maintain the current level of natural gas consumption in facilities, even while switching to energy efficient gas fired co-generation plants at the Maguire Jail and the San Mateo County Medical Center.
d. Raise the published miles per gallon (mpg) average of the County passenger vehicle fleet by 5 mpg by 2010.

2. Agrees to be a partner in the Sustainable Silicon Valley Carbon Dioxide Emissions Reduction Project and to report annually on the progress that is made in reducing the CO2 emissions of the County of San Mateo’s own operations.
