RESOLUTION NO. 2008-149
A RESOLUTION OF THE PIMA COUNTY BOARD OF SUPERVISORS AUTHORIZING PIMA COUNTY TO BECOME THE FIRST GOVERNMENT PROVIDER OF LEED CERTIFICATION SERVICES TO THE UNITED STATES GREEN BUILDING COUNCIL
WHEREAS, Pima County has adopted regulations and supported past initiatives to improve and sustain a livable community, including initiatives in the areas of land and water conservation, air quality improvements, cultural resource preservation, urban development guidelines, recreation, public health, affordable housing, and neighborhood reinvestment; and
WHEREAS, Pima County recognizes that the scientific community has developed a consensus that increasing emissions of carbon dioxide, methane and other greenhouse gases into the atmosphere is affecting the Earth’s climate; and
WHEREAS, the Board of Supervisors recognizes and accepts its responsibility to continue implementing and promoting sustainable practices that protect the County’s natural and built environment; and
WHEREAS, the Board of Supervisors adopted Resolution 2007-84 in support of new County sustainability initiatives, including LEED for County facilities; and
WHEREAS, the United States Green Building Council (USGBC) is the largest organization in the country with the mission of transforming the way buildings and communities are designed, built and operated, enabling an environmentally and socially responsive, healthy, and prosperous environment that improves the quality of life; and
WHEREAS, counties may appropriate and spend monies for and in connection with economic development activities within or outside the boundaries of the county per ARS §11-254.04; and
WHEREAS, green building improves and enhances the economic welfare of the community through creating jobs and reducing the amount of revenues and investment channeled outside the community through reducing fossil fuel consumption in thermoelectric generation and vehicular transportation; and
WHEREAS, green building improves and enhances the economic welfare of the community through building healthier/more productive interior environments, reducing greenhouse gas emissions, air pollutants, and protecting the environment.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF PIMA COUNTY, ARIZONA, AS FOLLOWS:
That Pima County shall accept the functions and the duties associated with being the first government entity in the nation to be offered the distinction of becoming a provider of LEED certification services, including LEED for Homes, for the United States Green Building Council, both within and outside the boundaries of Pima County.
That fees to cover this voluntary service shall be derived from the plan review/inspection hourly building fees listed in the Development Services Fee Schedule adopted by the Board of Supervisors and charged to the individual or entity seeking LEED certification.
