RESOLUTION NO. M-1586
A RESOLUTION in support of Clean Car (Low Emission) Standards for Washington State

WHEREAS, vehicles in Washington State contribute approximately fifty-seven percent of criteria air pollutant emissions, eighty percent of air toxics emissions, and fifty-five percent of greenhouse gas emissions; and

WHEREAS, pollutants such as carbon monoxide, nitrogen oxides, and hydrocarbons cause respiratory and other health ailments; and

WHEREAS, pollution through vehicle emissions causes smog, contributes to global climate change, and poses a profound threat to the region’s natural and economic systems; and

WHEREAS, low-emission cars, trucks, and other vehicles are available for purchase in Washington State by private, commercial, and public sector consumers; and

WHEREAS, the Olympia City Council has a long history of supporting policies and programs to reduce pollution and respond to climate change caused by global warming; and

WHEREAS, on March 16, 2004 the Olympia City Council approved Resolution M-1550 – A Strategy to Manage and Reduce Energy and Fuel Consumption and Greenhouse Gas Emissions – which includes an initiative to reduce greenhouse gas emissions from City operations by two percent per year until certain stated levels are met; and

WHEREAS, it is an appropriate role of the Olympia City Council to promote the health and welfare of the citizens of Olympia, Washington and the region’s natural environment;

NOW, THEREFORE, BE IT RESOLVED that the Olympia City Council hereby communicates its support for legislation and regulatory action establishing motor vehicle emission standards in Washington State, such as the California motor vehicle emission standards in Title 13 of the California Code of Regulations, that result in the lowering of emissions and pollutants.
