A RESOLUTION DECLARING THE CITY OF OAKLAND'S POSITION ON THE FOLLOWING 2002 FEDERAL LEGISLATION: SUPPORT: H.CON.RES.473
Expressing the sense of Congress with respect to the importance of the United States working through the United Nations to assure Iraq's compliance with United Nations Security Council resolutions and advance peace and security in the Persian Gulf region) by Congresswoman Barbara Lee

WHEREAS, the residents of the City of Oakland have historically supported a rational approach to cooperative actions leading towards peace and stability throughout the world; and

WHEREAS, the people of Oakland will benefit directly and indirectly from international cooperation and a diffusion of tensions in traditional areas of conflict such as the Middle East; and

WHEREAS, the proposed resolution calls for the United States to work through the United Nations to renew arms inspections, assure Iraqi compliance with United Nations resolutions, and to oppose unilateral first strike military action; and

WHEREAS, the resolution outlines the history of Iraq's non-compliance with United Nations Security Council Resolution 687 (1991), United Security Council Resolution 1154, and additional United Nations resolutions on inspections, and this noncompliance violates international law and Iraq's ceasefire obligations and sets forth the need to renew weapons inspections and to seek out and destroy any weapons of mass destruction in Iraq; and

WHEREAS, President Bush has called on the United Nations to assume its responsibilities and this resolution is a logical next step in supporting the United Nations Security Council Resolutions and its efforts; be it

RESOLVED: that the City of Oakland declares its support for H.Con.Res. 473 (Expressing the sense of Congress with respect to the importance of the United States working through the United Nations to assure Iraq's compliance with United Nations Security Council resolutions and advance peace and security in the Persian Gulf region) by Congresswoman Barbara Lee; and be it

FURTHER RESOLVED: that the City Council directs the City Manager and the City's legislative lobbyist to advocate the above positions in the United States Congress.
