RESOLUTION NO. CC93-774
RE:BOARD OF COUNTY COMMISSIONERS - A PROCLAMATION DECLARING THE WEEK OF OCTOBER 17-23 HOPE (HOMELESS ORGANIZATIONS FOR PUBLIC EDUCATION) WEEK

WHEREAS, Jefferson County, like the rest of Colorado, is experiencing an increase in the number of families and individuals who are becoming homeless; and

WHEREAS, there are multiple causes of homelessness which include a shortage of low-cost housing and jobs with a liveable wage, substance abuse, mental illness, and domestic violence; and

WHEREAS, the experience of homelessness can cause extensive damage to children who are the future of the County and the state; and

WHEREAS, many individuals who are homeless have become so due to the shortage of services such as mental health and substance abuse counseling, job training and education; and

WHEREAS, Jefferson County is experiencing economic growth which may cause an even more severe shortage of low-cost housing; and

WHEREAS, the cost of homelessness to society is not only a moral issue but a financial issue, generating expenses in the areas of health care, social services, and public safety; and

WHEREAS, the Board of County Commissioners recognizes the intergovernmental nature of the problem of homelessness and the inherent responsibility of local, county, and state governments to work cooperatively with churches and private non-profit organizations in seeking solutions to the problem of homelessness; and

WHEREAS, the Jefferson County Commission on Hunger and Homelessness has requested that the Board of County Commissioners join with the Governor to declare October 17-23 as HOPE WEEK.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners, in support of the Jefferson County Commission on Hunger and Homelessness, declares the week of October 17-23 as HOPE WEEK and encourages each resident of Jefferson County to pursue an understanding of the difficult problems facing those persons who are experiencing homelessness and to become actively involved in solving the problem by volunteering or making contributions to those organizations who are striving to help those persons who are homeless.
