RESOLUTION NO. 2001 – 13
RESOLUTION AFFIRMING POLICIES OF THE PORT OF GREATER CINCINNATI DEVELOPMENT AUTHORITY WITH RESPECT TO EQUAL OPPORTUNITY AND ECONOMIC INCLUSION

WHEREAS, the Bylaws for the Port of Greater Cincinnati Development Authority (the “Port Authority”) approved at the February 2001 meeting of the Board of Directors of the Port Authority state in Article VII, Section 4 thereof that a basic policy of the Port Authority shall be the following:

“It shall be the policy of the of Port of Greater Cincinnati Development Authority to stimulate economic inclusion and to ensure an equal opportunity to participate among all ages, races, sexual orientations and genders in the operation and activities of the Port of Greater Cincinnati Development Authority, including the design, construction, execution and operation of projects. The Board of Directors shall establish policies to accomplish those objectives, and those polices shall be at least as stringent as those of the City of Cincinnati, Ohio.”

WHEREAS, this Board wishes to reaffirm its commitment to those objectives at this time and to take steps to implement these objectives;

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Port of Greater Cincinnati Development Authority:

Section 1. In implementation of the objectives of the Port Authority stated in its Bylaws, the Port Authority is committed to economic inclusion in all aspects of its activities. That commitment applies to the Banks Riverfront Development Project, Brownfield remediation and redevelopment and the operating activities of the Port Authority.

Section 2. The Port Authority is committed to implement economic inclusion and to ensure an equal opportunity to participate among all ages, races and genders in all aspects of its projects, including design, construction, execution and operation of Port Authority projects.

Section 3. The Port Authority is committed to initiate creative ways to implement economic inclusion by (i) strongly encouraging partnering relationships between majority owned firms and small, women-owned and minority-owned firms among professional service providers to the Port Authority, (ii) outreach activities during developer selection and construction procurement processes to inform small, women-owned and minority-owned businesses of construction and other business opportunities associated with Port Authority projects and to strongly encourage developers and construction managers and contractors to maximize women and minority participations within their own organizations and in subcontracts with other business organizations, including providing lists maintained by the City of Cincinnati or the Port Authority of small, women-owned and minority-owned firms to these developers, construction managers and contractors and by providing information as to minority percentages in various trades in the Cincinnati area as set forth in Ohio Administrative Code Section 123:2-3-02, and (iii) the creation of a public/private Port Authority Entrepreneurial Fund to stimulate participation of small, women-owned and minority-owned businesses.

Section 4. This Board finds and determines that all formal actions of this Board and any of its committees concerning and relating to the adoption of this resolution were taken, and that all deliberations of this Board and of any of its committees that resulted in such formal action were held, in meetings open to the public, in compliance with the law.

Section 5. This resolution shall be in full force and effect upon its adoption.
