In fact, "nuclear arsenal modernization" is a trillion dollar program that began under the president's predecessor.

It is a decades long program, one that speaks of benefits in risk reduction --- and delivers evident and rapidly increasing dangers in proliferation of 'new' nuclear weapons capability systems.

The international community continues to advocate for nuclear weapons reduction and ban, but nuclear weapons holding countries are locked into developing new, more deadly capabilities.

The next generation of nuclear weapons are often described as 'smart', 'dial up' nuclear weapons, whether nuclear-equipped cruise missiles, or guided gravity bombs with newly installed tail-kits.

Tactical nukes are becoming strategic weapons and strategic weapons are becoming tactical in the 'modernization' of US nuclear forces.
