Brown was beaming because she'd been championing the bill -- pushed by groups like the Bus Project and the League of Women Voters -- since 2013, when she was secretary of state. That's the job she still had when the bill came forward again this session, expected to pass courtesy of expanded Democratic majorities in both the House and Senate.
