In fact, "nuclear arsenal modernization" is a trillion dollar program that began under the president's predecessor.

It is a decades long program, one that speaks of benefits in risk reduction --- and delivers evident and rapidly increasing dangers in proliferation of 'new' nuclear weapons capability systems.

The international community continues to advocate for nuclear weapons reduction and ban, but nuclear weapons holding countries are locked into developing new, more deadly capabilities.

The next generation of nuclear weapons are often described as 'smart', 'dial up' nuclear weapons, whether nuclear-equipped cruise missiles, or guided gravity bombs with newly installed tail-kits.

Tactical nukes are becoming strategic weapons and strategic weapons are becoming tactical in the 'modernization' of US nuclear forces.

Not a Priority but a Stumble Out of the Starting Gate by the New Administration

WHY THE SCARIEST NUCLEAR THREAT MAY BE COMING FROM INSIDE THE WHITE HOUSE

Michael Lewis: Donald Trump’s secretary of energy, Rick Perry, once campaigned to abolish the $30 billion agency that he now runs, which oversees everything from our nuclear arsenal to the electrical grid. The department’s budget is now on the chopping block. But does anyone in the White House really understand what the Department of Energy actually does? And what a horrible risk it would be to ignore its extraordinary, life-or-death responsibilities?

The result of ongoing nuclear weapons modernization, and escalations due to rising geo-political conflict, is a new Cold War era, a multi-nation nuclear weapons expansion led by the US, Russia, and China that is accompanied by threats and brinksmanship.

A more dangerous world with deep risks as old ways that bring ratcheting up in a dangerous game reduce national and global security.
