Re: Adoption of Integrated Pest Management (IPM) Practices by County Government for Pest Control Programs; Establishment of the Sarasota County Environmental Pest Management Advisory Board; and Enumeration of its Powers, Duties and Responsibilities.

WHEREAS, the Board of County Commissioners of Sarasota County, Florida supports the most environmentally sound and effective pest control for landscapes and structures; and

WHEREAS, the Board of County Commissioners desires to adopt Integrated Pest Management Practices for all county government department sand operations; and

WHEREAS, the Board of county Commissioners desires to maintain an Environmental Pest Management Advisory board while streamlining its structure; and

WHEREAS, the Board of County Commissioners wishes to have said Advisory Board continue to assist the Board of County Commissioners in promoting environmentally sound pest management policies and procedures and carrying out a comprehensive community education program supporting increased use of Integrated Pest Management (IPM) practices by the public and private sectors in Sarasota County;


1. That all County Government operations adopt and continue Integrated Pest Management (IPM) practices for exterior landscapes and grounds as soon as possible considering contractual obligations.

2. That all County Government operations adopt and continue Integrated Pest Management (IPM) practices for all interior pest control.

3. That a nine member Sarasota County Environmental Pest Management Advisory board ("the Board") is hereby created in accordance with the following conditions and guidelines:

a. Appointments to the Board. The Board of County Commissioners shall appoint members to serve the various interests as follows:
1. One member from pest control industry
2. One member from the field of education
3. One member from the medical profession
4. One member from agriculture or the nursery industry
5. One member from an environmental organization
6. One member from the pesticide retail sector
7. One member from the landscape maintenance profession
8. Two members as private citizens not connected with any of the above areas.
When publication of a vacancy has failed to produce a qualified candidate for any of the positions, the Board of County Commissioners may appoint a private citizen with any background or interest in the area indicated.
b. Term of Office. Members shall be appointed to serve a term of three (3) years, with staggered terms.
Members shall be eligible for reappointment for one additional three (3) year term at the discretion of the board of County Commissioners. Vacancies shall be filled by appointment of the Board of County Commissioners to fill the unexpired term. The original members shall be the existing members of the same Board that are identified in Exhibit A to this Resolution.
c. Residency. All appointees shall be residents of Sarasota county. Effort will be made to have municipalities represented in membership composition.
d. Political Affiliations. Membership shall be nonpartisan and no members shall hold an elective office.
e. Accountability. The Board created is advisory only and is responsible to the Board of County Commissioners.
f. Removal. Any member failing to attend at least 75 percent of Advisory Board meetings is subject to removal by the Board of County Commissioners.

4. That the operations and conduct of the Sarasota County Environmental Pest Management Advisory Board shall be in accordance with the following procedures:

a. Officers of the Board. The Board shall elect from within its membership a Chairman, Vice Chairman, and Secretary, who shall serve according to procedures adopted by the Board.
b. meetings. The board shall meet at such times and places as the Chairman of said Board shall determine appropriate.
c. Meeting Agenda. The agenda for each meeting shall be prepared by the Chairman or his designate one week in advance of scheduled meetings. copies will be provided to the board of County Commissioners, the County Administrator, specified county Departments, and interested citizens and groups who request a copy. All meetings shall be open to the public and a notice of said meetings shall be published in a newspaper of general county circulation.
d. Minutes. All meetings of the Advisory Board shall be recorded by the office of the Clerk to the Board of County Commissioners, typed in condensed form and be of public record.

5. Nonvoting ex-officio members shall include the Director of the Cooperative Extension Service, Director of the Mosquito Control District and other staff members as the Advisory board may request.

6. That the primary function of the Sarasota County Environmental Pest Management Advisory board shall be to advise and make recommendations to the Board of County Commissioners on the Matters pertaining to sound environmentally safe pest management practices to include, but not limited to the following:

a. Assist in developing future goals and objectives.
b. Make recommendations on policy matters and management procedure relating to pest control.
c. Make recommendations in conjunction with the County Cooperative Extension Services pertaining to education programs on Integrated Pest Management and environmentally sound pest management practices for county employees and the general public.
d. Serve as a forum to review innovative proposals by Board members, County staff, and the general public.
e. Help stimulate increased use of Integrated Pest Management IPM practices, by the pest control industry and individual citizens.
f. Assist in identifying research needs and priorities for new and improved environmentally sound methods of pest control. Promote increased research by the local, state, regional and national resources.
g. Perform other advisory functions relating to environmental pest management as deemed appropriate by the Sarasota County Board of County Commissioners.

7. This Resolution repeals and supersedes Resolution No. 91-135, which originally created the Board.

8. This Resolution shall take effect immediately upon adoption.
