BY-LAWS OF THE TULSA YOUTH COUNCIL

ARTICLE I - MEETINGS

Section 1. Regular Meetings. Regular meetings of the Tulsa Youth Council shall be held once a month. The option of scheduling an educational tour of various City Departments is offered in addition to the regular meeting.

Section 2. Special Meetings. The Chairperson or five (5) members of the Tulsa Youth Council may call special meetings of the Youth Council upon written notice served personally on or left at the usual place of residence of each member of the Youth Council at least twenty-four (24) hours prior to such meeting. The notice shall state the time and place of the meeting and the subjects to be considered. No subjects other than those stated in the notice shall be considered at the special meeting.

Section 3. Quarterly Report to the Tulsa City Council. The Chairperson or his or her designee shall make a report to the Tulsa City Council of the activities and business of the Tulsa Youth Council at least once every calendar quarter.

Section 4. Open Meetings. All meetings of the Tulsa Youth Council shall be open to the public as provided by the laws of Oklahoma. All meetings of the Tulsa Youth Council shall conform to and be held in accordance with Oklahoma's Open Meeting Law.

Section 5. Quorum and Voting. A majority of the entire membership of the Tulsa Youth Council shall constitute a quorum for a meeting of the Youth Council; less than a majority may continue a meeting to a specific date and time. The affirmative vote of a majority of the entire membership of the Youth Council shall be necessary to adopt a recommendation or resolution to be forwarded to the Tulsa City Council. All other actions of the Youth Council, unless otherwise specified in these by-laws, shall be effective upon an affirmative vote of a majority of the quorum.

ARTICLE II - OFFICES

Section 1. Offices. The Tulsa Youth Council shall elect from its members a Chairperson, Vice-Chairperson and Secretary. The Chairperson shall preside at the meetings of the Youth Council and shall perform such other duties as provided by Tulsa Revised Ordinances, these by-laws or by rule of the Tulsa Youth Council. In the absence of the Chairperson, the Vice-Chairperson shall perform the duties of the Chairperson. The Vice-Chairperson shall also serve as Parliamentarian for the Youth Council and shall perform such other duties as provided by Tulsa Revised Ordinances, these by-laws or by rule of the Tulsa Youth Council. The Secretary shall keep minutes of the proceedings of the Youth Council, shall be the custodian of all official records of the Tulsa Youth Council, shall provide and post all notices of meetings of the Tulsa Youth Council and shall perform such other duties as provided by Tulsa Revised Ordinances, these by-laws or by rule of the Tulsa Youth Council.

Section 2. Term of Offices. The term of all offices provided for in Section One (1) hereof shall be for one (1) year; provided, however that all officers shall continue to hold office until their successors are elected. Officers of the Tulsa Youth Council shall be elected at the first Youth Council meeting held in September of each calendar year. No officer of the Tulsa Youth Council shall succeed himself or herself in the same office.

Section 3. Removal of an Officer of the Youth Council. An officer of the Youth Council may be removed from office upon the affirmative vote of two-thirds (2/3) majority of the Youth Councilors present.

A. If a member of the Youth Council has a total of three (3) unexcused absences or unexcused tardies he or she will be eligible for public censure.

B. If a member of the Youth Council has a total of five (5) excused tardies or excused absences he or she will be eligible for public censure.

C. If a member has a combined total of six (6) tardies or absences whether excused or unexcused will be eligible for public censure.

D. If a member of the Youth Council receives three (3) unexcused absences or unexcused tardies or five (5) or more excused tardies or excused absences, the Secretary of the Youth Council will report the absences or tardies to the Chair of the Youth Council.

E. If a member of the Youth Council is publicly censured more than twice (2), then the Chair of the Youth Council will make a report of the public censures to the Chair of the City Council.

Section 4. Vacancies in Office. Should a vacancy occur in an office of the Tulsa Youth Council by resignation, removal, death, or by some other reason, the office shall be filled by an election for the vacant office at the next regular meeting of the Youth Council.

ARTICLE III - RULES & ORDER OF BUSINESS

The Tulsa Youth Council shall determine and establish its own rules and order of business. The Youth Council may punish by public censure its members for disorderly conduct at a Youth Council meeting or for violation of Youth Council rules. No member shall be publicly censured except by an affirmative vote of two-thirds (2/3) majority of the entire membership of the Youth Council. If any member of the Youth Council be publicly censured three (3) times, then the Youth Council shall make a report of the public censures to the Tulsa City Council.

ARTICLE IV - COMMITTEES & TASK FORCES

The Tulsa Youth Council may create committees and task forces to make recommendations to the Youth Council as a whole. Standing committees of the Youth Council shall be created by its own rules and order of business. The Chairperson or a majority of the entire membership of the Tulsa Youth Council may create and establish any temporary special committees or task forces to perform special tasks of limited duration. It shall be the duty of the Chairperson to appoint all members to any standing committees, special committees or special task forces of the Youth Council.

ARTICLE V - RECOMMENDATIONS TO THE TULSA CITY COUNCIL

Section 1. Subject Matter On At Least Two (2) Meetings. Before any recommendation or resolution of the Tulsa Youth Council can be forwarded to the Tulsa City Council for review and/or possible action, the subject matter thereof shall have been on the agenda of the Youth Council for two (2) meetings; provided, however, this requirement may be waived by a vote of not less than two-thirds (2/3) of the entire membership of the Youth Council.

Section 2. Voting Requirement on Matters forwarded to the Tulsa City Council. The affirmative vote of a majority of the entire membership of the Tulsa Youth Council shall be necessary to adopt a recommendation or resolution to be forwarded to the Tulsa City Council for review and/or possible action.

ARTICLE VI - AMENDMENT OF BY-LAWS

The By-laws of the Tulsa Youth Council may be amended at any time upon an affirmative vote of two-thirds (2/3) majority of the entire membership of the Youth Council.
