Resolution No. 04-178
RECOGNIZING DECEMBER 1, 2004 AS WORLD AIDS DAY

WHEREAS, the global spread of HIV infection and AIDS necessitates a worldwide effort to increase communication, education and action to stop the spread of HIV/AIDS; and

WHEREAS, Yolo County will observe World AIDS Day on December 1st this year, a day to expand and strengthen worldwide efforts to stop the spread of HIV/AIDS; and

WHEREAS, the 2004 World AIDS Day theme "Women, Girls, HIV and AIDS: Have You Heard Me Today” campaign, seeks to raise awareness about, and help address the many issues affecting women and girls around HIV/AIDS; and

WHEREAS, UNAIDS estimates that 38 million people are currently living with HIV/AIDS and 5 million people acquired HIV infections in the last year and 21 million people died from complications of AIDS; and

WHEREAS, globally young women and girls are 2.5 times more likely to be infected with HIV as their male counter parts and half the people living with HIV in the world are female; and

WHEREAS, the American Association for World Health is encouraging a better understanding of the challenges of HIV/AIDS nationally as it recognizes that the number of people diagnosed and living with HIV and AIDS in the United States is estimated at 950,000; and

WHEREAS, in Yolo County it is estimated that over 200 people are living with HIV/AIDS today, and over 112 local residents have lost their lives to the disease; and

WHEREAS, World AIDS Day provides an opportunity to focus on HIV infection and AIDS, caring for people with HIV infection and AIDS, and learning about HIV and AIDS; and

WHEREAS, women hold families and communities together and they are a source of great strength in the face of HIV and AIDS. NOW, THEREFORE, BE IT PROCLAIMED that the Board of Supervisors of Yolo County recognizes World AIDS Day and the effect of HIV/AIDS in Women and Girls, and as an opportunity to promote awareness about this pandemic.
