A RESOLUTION establishing an Affordable Housing Alliance to assist the City in developing overall policies related to the City's investment and involvement in the development and preservation of housing for low and moderate income households.
WHEREAS, The City and its partners have invested over the years and will continue to invest millions of dollars in the development and preservation of low and moderate income housing; and
WHEREAS, Increasing rents and sale prices for housing are making it more and more difficult for low and moderate income households to afford to live in the City; and
WHEREAS, Federal and state funding for the development and preservation of affordable housing is at constant risk of being reduced, thus reducing the resources available to create such housing; and
WHEREAS, Given the changes in federal and state funding levels, the City and its partners who develop, provide and preserve housing need to be more creative in finding ways to create affordable housing in the City for low and moderate income households; and
WHEREAS, The City and its partners do not have a regular forum for discussing policy issues related to the development and preservation of affordable housing in the City, including changes to federal and state funding for housing development, or new and innovative methods for developing and preserving housing and the policy issues related to the use of such new methods; and
WHEREAS, The creation of an Affordable Housing Alliance could assist the City Council, and the Executive in identifying clear policy options to assist in the development and preservation of more affordable housing; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:
Section 1. Beginning March 1, 2000, an advisory committee called the Affordable Housing Alliance shall be established to: 1) assist the City in reviewing and developing overall policies related to the City's investment and involvement in the development of housing for low and moderate income households; 2) serve as a forum for the City and its partners to discuss policy issues related to: the development and preservation of affordable housing in the City, including impacts of changes to federal and state funding for housing; new and innovative methods for developing housing; and the policy issues related to the use of such new methods; and 3) provide review and input on proposed policies to be incorporated in the City's Consolidated Plan, and other policy issues.
Section 2. The Affordable Housing Alliance may include representatives from the following constituencies:
The Seattle Housing Authority, government and private sector lenders, nonprofit housing developers, for-profit housing builders and/or developers, real estate experts, tenant advocates, landlord advocates, growth management advocates, the business community, the Office of Housing, and the King County Office of Community and Economic Development.
Section 3. The Chair of the Housing, Human Services and Civil Rights Committee and the Mayor shall designate representatives to sit on the Alliance. The Chair of the Housing Human Services and Civil Rights Committee and the Director of the Office of Housing will co-chair the Alliance. Participation in the Alliance is voluntary. Members shall not be compensated for participation in this Alliance. The Alliance shall hold its first meeting by March 1, 2000, shall meet on a quarterly basis and provide recommendations to the Mayor and Council no later than July 1 of each year. Meetings of the Alliance will be open to the public. The Office of Housing, in collaboration with the Council, shall provide staffing for the Affordable Housing Alliance.
