RESOLUTION NO. 2005-33
A RESOLUTION OF THE CITY COUNCIL OF LEMOORE ADOPTING THE KINGS COUNTY REGIONAL BICYCLE PLAN AS IT REFERS TO THE CITY OF LEMOORE
WHEREAS:
A. The City has always taken a proactive approach to encourage bicycling as a pollution free mode of transportation; and
B. Bikeways continue to provide an alternative transportation mode for student and adult commuters, a significant recreational benefit, and an important amenity for the citizens of Lemoore; and
C. Public Works and Planning staff worked for several months with the Kings County Association of Governments staff to update the Kings County Regional Bicycle Plan and those portions relating to the City of Lemoore;
D. This plan updated all existing routes and proposed routes that had not been implemented;
E. The Kings County Association of Governments approved the 2005 Kings County Regional Bicycle Plan by Resolution No. 2005-14 on June 22, 2005 to maintain compliance with the Kings County Regional Transportation Plan, State law and the Bicycle Transportation Account guidelines;
F. Kings County Regional Bicycle Plan is consistent with the 1998 Lemoore Bikeway Plan and does not propose any new bikeways, facilities or programs;
G. The adoption of the Kings County Regional Bicycle Plan, by this resolution, is exempt from the California Environmental Quality Act (CEQA) pursuant to section 15-276 of the CEQA Guidelines;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lemoore that:
1. The City of Lemoore adopts the 2005 Kings County Regional Bicycle Plan, as the basis for implementation of bikeways throughout the City of Lemoore;
2. The Planning Department is directed to file a Notice of Exemption per the provisions of CEQA and the CEQA Guidelines.
