RESOLUTION NO. 080035
Authorizing the City to partner with the U.S. EPA and other stakeholders to implement the Sustainable Skylines Initiative and authorizing the Mayor to execute the Commitment to Sustainability memorandum of understanding on the City's behalf.
WHEREAS, the purpose of this commitment is to establish a partnership to implement the Sustainable Skylines Initiative among stakeholders in the Kansas City metropolitan area; and
WHEREAS, the goal of the Initiative and the memorandum of understanding is to achieve measurable environmental benefits through locally-guided projects, while also contributing to the vitality of the metropolitan Kansas City economy and the quality of life of Kansas City metropolitan citizens; and
WHEREAS, the Initiative may include projects that address climate, transportation, energy, land use, resource efficiency, water, and air quality; and
WHEREAS, the City has been developing a climate protection plan to reduce greenhouse gas (GHG) emissions from City government operations and community-wide GHG emissions within Kansas City since the initial meeting of the Citys Climate Protection Plan Steering Committee on October 23, 2006; and
WHEREAS, the City Council on November 8, 2007 adopted Resolution No. 071216 which authorized the Mayor to sign the Greater Kansas City Chamber of Commerces Greater Kansas City Climate Protection Partnership; and
WHEREAS, joining this Initiative furthers the Citys efforts at improving air quality, reducing GHG emissions, and bettering the environmental health for all residents; and
WHEREAS, the City wishes to collaborate with other public and private partners to implement this initiative to achieve measurable environmental benefits through locally-guided projects in the metro area;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. The City agrees to cooperate with other stakeholders to implement the Sustainable Skylines Initiative.
Section 2. As a member of the Initiative, the City plans to participate as a public partner in development of all projects of the Initiative and to participate as a project partner in the Solar City Buildings/Solar Schools workgroup. This project is a collaborative effort with partners offering expertise, funding and staff assistance. Local government buildings and schools will be assessed to identify which buildings hold significant potential for success regarding the application of solar power.
Section 3. The Mayor is authorized to execute the Commitment to Sustainability memorandum of understanding on behalf of the City.
