A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING THE RECOMMENDATIONS OF THE CITY OF MIAMI ("CITY") GREEN COMMISSION`S BICYCLE ACTION COMMITTEE, WHICH HAS DEVELOPED A CITY BICYCLE ACTION PLAN ("PLAN") PROVIDING RECOMMENDATIONS TO MAKE MIAMI A MORE BICYCLE FRIENDLY CITY THROUGH DEVELOPMENT OF INFRASTRUCTURE, EDUCATION AND COORDINATION; FURTHER DIRECTING THE CITY MANAGER TO IDENTIFY APPROPRIATE RESOURCES AMONG CITY DEPARTMENTS AND AGENCIES TO ENSURE THE PROMPT AND SUCCESSFUL IMPLEMENTATION OF THE PLAN, AS IT MAY BE AMENDED FROM TIME TO TIME.

WHEREAS, during the past seven (7) years, the City of Miami ("City") has launched an aggressive and ambitious environmental program to clean our streets, our waterways, brown fields, storm drains, and improve our air and water quality, thus erasing decades of environmental neglect; and

WHEREAS, in furtherance of this environmental program, Mayor Manuel A. Diaz ("Mayor") was one of the first United States Mayors to sign the Mayor's Climate Protection Agreement ("Agreement") committing cities to take actions to reduce global warming pollution by striving to meet or exceed Kyoto Protocol targets; and

WHEREAS, the Mayor's commitment to join other mayors throughout the country (today 800 Mayors representing over 80 million people have signed the Agreement), brought the issue of environmental policy to the forefront of South Florida priorities; and

WHEREAS, in April, 2007, the City Commission unanimously adopted the Agreement, which, among other items, included the promotion of alternative transportation such as bicycle trails; and

WHEREAS, the City Commission has adopted MiPlan, the City's Climate Action Plan, prepared by City staff and members of the Green Commission, which, among other things, recommends use of alternative transportation, including bicycles, to reduce the City's greenhouse gas emissions; and

WHEREAS, the Miami Green Commission determined that bicycles are a priority because they reduce greenhouse gas emissions from transportation, promote healthy exercise, provide economical transportation and recreation; and

WHEREAS, the Bicycle Action Committee (a sub-committee of the Green Commission) and City staff have developed a Bicycle Action Plan ("Plan") to increase the bicycle friendliness of the City through development of infrastructure, education, and coordination;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The recommendations of the City's Green Commission Bicycle Action Committee, which has developed a Plan, attached and incorporated, providing recommendations to make Miami a more bicycle friendly city through development of infrastructure, education and coordination, are accepted.

Section 3. The City Manager is directed to identify appropriate resources among City departments and agencies to ensure the prompt and successful implementation of the Plan, as it may be amended from time to time.

Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.1


1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
