Description:

The Raleigh City Council voted 6-2 today to establish an interim percent-for-art program.

Under the resolution approved by council members, the City will allocate half of one percent of expenditures for capital improvement projects (public buildings, parks, and streetscapes) to the creation and development of public art. This funding initiative will begin with selected pilot projects planned for construction after April 1. City Manager J. Russell Allen will submit a list of eligible capital improvement projects to the City’s Arts Commission, which will review the list and forward a recommendation to the City Council to consider.

The interim percent-for-art program will be used until the City Council adopts an ordinance creating a permanent program. Mr. Allen and City Attorney Thomas McCormick’s office will work with the Arts Commission on developing an ordinance for council members to consider.

Currently, there are 500 public art programs in the United States. Approximately 80 percent of these programs are supported by municipal governments. In North Carolina, there are five programs that operate under municipal percent-for-art ordinances.
