RESOLUTION NO. 72809
RESOLUTION AUTHORIZING THE CITY OF OAKLAND TO JOIN THE CITIES FOR CLIMATE PROTECTION CAMPAIGN; AND
TO APPLY TO THE INTERNATIONAL COUNCIL FOR LOCAL ENVIRONMENTAL INITIATIVES AND ACCEPT THE AMOUNT OF $13,300 FOR THE "GET AROUND TOWN" TRANSPORTATION ALTERNATIVES MARKETING PROJECT
WHEREAS, based on scientific evidence that Carbon Dioxide (CO2) and other greenhouse gases (ghg) released into the atmosphere will have a profound effect on the Earth's climate, the United States joined with 160 countries and signed the United Nations Framework Convention on Climate Change which calls on industrialized nations to reduce greenhouse gas emissions to 1990 levels by the year 2000; and
WHEREAS, energy consumption, specifically the burning of fossil fuels, e.g.: coal, oil and gas, accounts for more than 85% of U.S. greenhouse gas emissions; and
WHEREAS, local governments greatly influence their community's energy consumption by exercising key powers over land use, transportation, building construction, waste management, and, in many cases, energy supply and management; and
WHEREAS, local government actions taken to reduce greenhouse gas emissions and increase energy efficiency provide multiple local benefits by decreasing air pollution, creating jobs, reducing energy expenditures, and saving money for the City government, its businesses and its citizens; and
WHEREAS, the International Council for Local Environmental Initiatives (ICLEI) has asked the City of Oakland to join the Cities for Climate Protection Campaign; and will provide the City with information and assistance in developing a local climate protection action plan that will reduce energy demand and greenhouse gas emissions and provide tangible community benefits; and
WHEREAS, ICLEI's Cities for Climate Protection Campaign, with support from the U.S.Environmental Protection Agency's Office of State and Local Outreach and the E.P.A.'s Transportation Partners, has established the Transportation Solutions grant program and is soliciting applications from local governments for projects that reduce vehicle miles traveled and vehicle trips, and encourage transportation alternatives which will improve air quality, reduce traffic congestion and protect the global climate; and
WHEREAS the City currently lacks sufficient funding to produce signage and marketing materials for two recently implemented projects, the Broadway Shuttle and downtown bicycle parking, which are fundable categories under the Transportation Solution funding guidelines; now, therefore, be it
RESOLVED: that the City of Oakland pledges to join with cities all over the world in the Cities for Climate Protection Campaign; and be it further
RESOLVED: that as a participant in the Cities for Climate Protection Campaign, the City of Oakland pledges to:
- 1. Take a leadership role in increasing energy efficiency and reducing greenhouse gas emissions from municipal operations;
- 2. Develop a local climate protection action plan which includes:
- A greenhouse gas audit, or baseline emission analysis, to determine the source and quantity of ghg emissions within the jurisdiction;
- a CO2 or greenhouse gas emission reduction target;
- the strategy for meeting our jurisdiction's ghg reduction target, e.g. an inventory of existing energy conservation, energy efficiency and transportation programs and menu of new measures or policies that when implemented will achieve the ghg reduction target; and be it further
RESOLVED: that the City Manager, or his designee, is authorized and directed to submit on behalf of the City of Oakland an application for project funding for the "Get Around Town" Transportation Alternatives Marketing Project to the ICLEI, to promote the Broadway Shuttle and the new bicycle parking; and to execute and submit all documents, including but not limited to agreements, amendments to agreements, payment requests, and related actions necessary for completion of the aforementioned project; and be it further
RESOLVED: that pursuant to Article VH of the Oakland City Charter, the following amount is hereby appropriated to Organization 05100 for the "Get Around Town" Transportation Alternatives Project in the amount of $13,300; and be it further
RESOLVED: that the provisions of this resolution be effective immediately, upon passage by the City Council.
