New Zealand’s population is ageing. People aged 65 years and over
currently make up 12 percent of the total population and that proportion is
projected to rise to 18 percent by 2021. By mid-century it is estimated that
older people will make up around 26 percent of all New Zealand residents1.
This trend is reflected in Wellington’s population projections which include a
significant growth in the proportion of the population aged over 65 from 8.5%
in 2001 to 11.9% in 2021.

Other trends include
* the ethnic and social diversity of the older population increasing
* more older people will be better educated and may seek more work options at age 65
* with a smaller workforce population (aged 25-65) and economic growth there will be additional demands on the labour market and employers may increasingly seek to employ older people
* gradually increasing numbers of older people who have never owned their own homes
* the gender imbalance decreasing in future years2. (At present women live longer than men, and make up the majority of the older population.)

In both research and government policy papers, older persons tend to be
defined as those who are 65 and over. Many people who were consulted,
and Maori in particular, articulated how much older people and kaumatua are
valued in the community. They also indicated that they view older people and
kaumatua in relation to stages of the life cycle, whanau leadership and the
holistic life experiences that have contributed to that person’s status, mana
and wisdom rather than being on the basis a person being 65 years old. In
addition, some distinctions are made between frail elderly and active older
people on the basis of age. Those distinctions also tend to be arbitrary as
age is not necessarily a determinant of frailty or level of activity.

'''OUTCOMES AND OBJECTIVES''' 
The Older Persons’ Policy is underpinned by the Council’s Social Strategy. It
is part of implementation of that strategy and therefore contributes to the
outcomes and objectives set in the Strategy. It has also been developed to
closely align with the New Zealand Positive Ageing Strategy managed by the
Ministry of Social Development. The policy should be read in conjunction with
both of those documents.

people by developing a Positive Ageing Strategy (2001) which affirms and

each with a set of actions that aim to improve opportunities for older people to
participate in the community.

It was apparent from the consultation for this Policy that the Positive Ageing
Strategy developed by the Ministry of Social Development was an effective
framework to address the issues and priorities of Wellington’s older people
and rather than “re-inventing the wheel” that framework and its goals have
been replicated for the policy.

The vision of the Positive Ageing Strategy is
:''“For a society where people can age positively, where older people are highly valued and where they are recognised as an integral part of families and communities. New Zealand will be a positive place in which to age when older people can say that they live in a society that values them, acknowledges their contributions and encourages their participation.”''

It has an overarching aim to improve opportunities for older people to
participate in the community in the ways that they choose. As part of that Strategy, a Positive Ageing Action Plan is developed each year and monitored
by the Ministry of Social Development.

Central government is responsible for the implementation of the Positive
Ageing Strategy and takes the lead in terms of meeting the goals of the
Strategy. However territorial local authorities are encouraged to contribute to
the Strategy, and it is proposed that the Wellington City Council contribute to
the action plan by advising of its actions that support the Strategy and
reporting back on achievements. This Policy articulates the contribution that
the Wellington City Council can make to those goals while acknowledging the
leadership role that central government agencies have. In many areas the
Council’s role is one of advocacy based on its close relationship to the
community.

The Positive Ageing Strategy includes ten goals each with action points. The
goals are concerned with income, health; housing; transport; ageing in place,
cultural diversity; rural, attitudes; employment and opportunities. This policy
contributes directly to all of these goals except for those concerned with rural
and income.

This policy articulates how the Wellington City Council will contribute to those eight goals. Specifically the goals are:

The Council understands the risks that climate change presents to our economy,
society and environment. These risks are shared on both a micro-community scale
and a macro-global scale. The risks can only be mitigated through urgent and
sustained action to reduce greenhouse gas emissions (‘emissions’) and safeguard
the community by adapting to changes to the environment and economy.

Adaptation will be necessary to address impacts resulting from the warming that are
already unavoidable due to past emissions. Many forecasted impacts can be
avoided, reduced or delayed by mitigation (net emission reductions). Scientists and
economists have concluded together that the world needs to reduce emissions
between 50%-85% by 2050 in order to keep impacts from climate change to
manageable levels.

The challenge to the global community needs buy-in at all levels. To signal our
commitment to act on climate change, in June 2007, the Council agreed to the
aspirational vision of carbon neutrality for Wellington City Council and for the city as a
whole. Achieving carbon neutrality requires a combination of actions that reduce

Achieving the vision of carbon neutrality requires setting targets for reducing
emissions and more importantly, implementing an action plan that will lead to

the Climate Change Action Plan (‘the Action Plan’) is reducing greenhouse gas
emissions from Council and community activities. This demonstrates that the Council
wants to lead by example rather than rely on the actions of others.

* Wellington has the highest usage of public transport and active modes for main urban centres in New Zealand.
* Wellington has the highest concentration of the city’s employees in the city centre with 70% of Wellington’s employment is concentrated in the CBD compared to 26% and 28% for Auckland and Christchurch respectively.
* Wellington has the highest percentage of its population living in the central city areas of all New Zealand centres.
* Wellington’s density and compactness means public transport is efficient and user-friendly and it also means the city is more walkable.
* Wellington will be home to a Meridian Energy’s wind farm, Project West Wind, that can produce enough energy to meet all of the residential electricity demand for Wellington and neighbouring cities Porirua and Hutt City.
* There is potential for more wind energy in Wellington’s boundaries and huge potential to produce marine energy using the strong currents of the Cook Strait. The first resource consent for a marine energy trial has recently been lodged with Greater Wellington Regional Council.
* The New Zealand Stock Exchange based in Wellington will be the home for carbon trading for New Zealand (and possibly Australasia) putting it alongside London and Chicago as carbon trading centres.
* Victoria University, Massey University, Otago University’s Wellington campus, NIWA, GNS and Industrial Research Limited provide research centres that focus on climate change impacts, mitigation solutions, and sustainable behaviour. There are already developments in place to link these research institutions more directly to the work of local governments.
* The International Council for Local Environmental Initiatives (ICLEI) has its New Zealand head office in Wellington, which gives the Council close access to its partner organisation.
* For businesses and homeowners, Wellington is a sustainable choice to be located because of its compactness and links to public transport and active modes.
* Todd Energy will help Wellington join cities in New Zealand and around the world that generate electricity from landfill gas when they install their new generator in late 2007. There is potential for this operation to grow over time through strengthening the gas collection network.
* 85% of Wellingtonians currently use the kerbside recycling system.
* Wellington’s Karori Sanctuary is a world-first conservation area that is 2km from the city centre and provides fantastic educational and research opportunities for schools and universities.

There are also some challenges that the Council will be addressing through the
Action Plan and other Council policies, which include:
* Despite good usage of public transport and active modes, car ownership and congestion keep increasing leading to growing rates of transport emissions.
* Wellington has the highest water consumption per capita of all New Zealand centres.
* Wellington has a large number of old, poorly insulated homes that take more energy to heat compared to modern homes.
* Poorly designed office buildings and commercial buildings lead to energy consumption wastage through heating, water heating, lighting, air conditioning and ventilation.
* Internationally, nationally and locally, trends show that it is extremely difficult to facilitate sustainable behaviour change in the community through education and awareness campaigns alone (incentives and direct interventions are necessary).
* Even with extensive waste reduction measures in place, the ratio of landfill waste to recycling/composting still remains high.
* There are many regulatory areas that are outside the Council’s control that have the potential to reduce emissions greatly: the Building Code, public transport investment and vehicle fuel efficiency standards.

At noon on Friday 24 July 2009 Tasman District Council’s Recycling in Public Places initiative will be launched outside the Motueka Museum, High Street, Motueka.

The aim of this initiative is to establish a network of easily recognisable recycling bins in well used locations across the district, encouraging and enabling tourists and locals to recycle when they are out and about.

Tasman District Council, with funding from the Ministry for the Environment, will be providing the recycling bins at the following sites across:
* i-sites: Motueka, Nelson, Takaka, Murchison
* Rugby Club, Richmond
* High Street Motueka, Commercial Street Takaka, Sundial Square Richmond, Tasman Street Collingwood
* Nelson airport

Mayor Richard Kempthorne, who will host the ceremony says, “We hope these bins will soon become a fixture throughout the whole district. By placing the new bins in high usage areas Council is demonstrating a commitment to recycling and environmental sustainability.”

Local MP, Chris Auchinvole and Hon Dr Nick Smith, the Minister for the Environment, will also be present at the launch ceremony and will talk about the scheme and waste minimisation. The Green Group from Parkland School will follow their speeches with a demonstration of why it recently won the Nelson/Tasman Schools Zero Waste Challenge.

The LoveNZ bins will be officially launched by Anita Newport from Parkes Automotive who donated the bin at the Motueka High Street site.

David Stephenson, Tasman District Council Utilities Asset Engineer says, “We encourage people in Motueka to come and join us at this launch on Friday. We hope that all the bins around the district attract the attention of locals and visitors alike and help keep Tasman a beautiful, clean and sustainable place for everyone”.

LoveNZ bins have been installed throughout New Zealand as part of a nation wide campaign funded by the Ministry for the Environment.

Climate change or global warming refers to the progressive gradual rise of the earth’s
average surface temperature. Global warming is thought to be caused in part by
increased concentrations of greenhouse gases such as carbon dioxide, methane and
chloro-fluoro carbons in the atmosphere, which trap some of the heat the earth
radiates back into space. This trapping of heat is necessary for our survival as it ensures
that our night time temperatures are regulated. However the more greenhouse gases
in the atmosphere, the more heat gets trapped and the hotter the planet becomes.

Since the Industrial Revolution, the concentration of these gases, most notably
carbon dioxide, has been increasing rapidly. The clearing of vast areas of vegetation
has reduced nature’s ability to remove carbon from the atmosphere and store it
in the soil and as biomass.

The average global surface temperature is projected to increase by a further
1.4 – 5.8°C relative to 1990, by 2100. This rate of warming is greater than earlier
projections, is much greater than observed changes during the 20th century,

Outlined below is a summary of methods used for integrated pest management at the Christchurch Botanic Gardens. Included here are some practical ways which can be adapted for use in a home garden situation

Until recently the Christchurch Botanic Gardens have used a range of spray programmes to prevent and control pest and disease infestations. A variety of chemicals were used from relatively safe synthetic pyrethroides through to toxic organophosphates. Because of increased chemical costs, pest and disease resistance to pesticides plus staff and public safety concerns, the Christchurch Botanic Gardens have adopted other methods of pest and disease prevention and control.

The new approach being adopted is termed Integrated Pest Management (IPM). This management programme is one in which cultural practices are integrated with biological control and plant derivative sprays. The three types of control can be broadly categorised under the following headings.

'''Biological control''' 
This involves using a pest's naturally found enemies (predators and parasites) to control the pest at an acceptable level. The predators and parasites feed specifically on the insects they are released to control. They are harmless to all other beneficial insects. Therefore, when there are no further insects left to feed on the predators and parasites die. Biological control is often used in conjunction with an appropriate spray programme which avoids killing the predators or parasites.

'''Plant derivative sprays''' 
These sprays are derived from plants and used to control a variety of pests and diseases. They can be divided into two categories, pesticides and anti-feedants. The pesticide kills the pest while the anti-feedant acts as a preventative to pest infestations. Protective measures are still necessary when mixing and applying these sprays as some are toxic to humans, predators and parasites.

This involves the manipulation of cultural practices to the disadvantage of plant pests and for the encouragement of beneficial predators and parasites. The micro-climate that predators and parasites live in needs to be monitored and adjusted to suit their particular needs. This may involve appropriate climatical changes, the provision of mulches for pupating insects or the growing of plants with shallow nectaries as many adult predators and parasites are small and need small flowers to feed on the nectar which supplements their diet.

'''Identification, control and monitoring pests''' 
As pest populations are part of a comprehensive biological community it is important to accurately identify the pest and obtain information on its life cycle, plant host range, natural controlling factors, mobility and capacity for reinfestation. A decision can then be made about selecting the appropriate control measures available.

Consideration should be given to the controls effectiveness, toxicity, method of application, compatibility, timing of application, stage of development of pest and plant, repeat applications and cost.

Effective control does not generally suggest complete eradication of the pest. Frequent monitoring and assessment of the pest numbers and plants affected mean that problems can be controlled appropriately and effectively when necessary.

Older people represent a significant and growing proportion of the Marlborough population. In the 2006 census 16% of the total population was aged 65 or over, a total of 6,876 people.

Growth in the 65+ demographic has consistently outstripped total population growth: between 2001 and 2006 the Marlborough population increase by 8% compared to 12% by the age group 65+. For the period 1991-2006, where the total population increased by 21% the group aged 65+ increased by 47%.

There are three principal drivers of the increasing age profile. One is transition of the "boomer" generation of people born between 1945 - 1960 into older age. The effects of this are only beginning to be fully registered - apart from the very significant increase in numbers that the boomer generation represents, this generation has had quite different lifestyle experiences (compared to the current cohort of older people) and it will effect their lifestyle choices, concerns and behaviours over the remainder of their lives.

A second factor is the improvements in population health and medical care that are enabling people to live longer, and to remain active for longer. The implications of this trend are also only beginning to show, with for example more people continuing to live independently, providing that they have access to suitable support and with some enhancements to their home.

Both these factors are being experienced internationally. Benchmarked against national statistics, Marlborough is however at the "leading edge" of these population changes: amongst Regional Councils our median age is the highest in the country (although several District Councils have a higher median age). This is partly a result of the underlying population base, but also the impact of the third factor, being the migration of older people and middle aged people into the district. The net affect of these factors is to create not only an increased number of older people in the community but a group of people for whom the experience of being aged will present quite differently from previous cohorts. These differences are likely to include higher rates of physical and economic activity, greater average affluence (but likely including greater inequalities of wealth and poverty), and higher expectations of service.

At the older edge of the cohort, distinct gender differences also begin to emerge. Women in the group 75+ significantly outnumber men and are more likely to present their own set of needs and aspirations.

Council has a number of programmes and services that are aimed at responding to the needs of older people which include Council's Older Persons Forum. The Forum requested that Council consider developing a policy that would align with the National Positive Ageing Strategy administered by the Office of Senior Citizens within the Ministry of Social Development. The aim of the National Positive Ageing Strategy is to improve opportunities for older people to participate in the community in the ways that they choose. It incorporates broad principles to guide the development of policies and services from a wide range of government and non government agencies and identifies key areas that contribute to positive ageing.

The strategy states that it strives for:

New Zealand will be a positive place in which to age when older people that say that they live in a society that values them, acknowledges their contributions and encourages their participation."''

This vision is directly reflected in the community outcome identified in the 2006 Long Term Council Community Plan, of Marlborough being:

At the ballot box on November 3, 1998, Detroit voters overwhelmingly approved a living wage measure that requires city service contractors or recipients of city financial assistance of $50,000 or more to pay employees a wage equivalent to the federal poverty line for a family of four.

FINANCE DEPARTMENT — PURCHASING DIVISION
NOTICE OF DETROIT LIVING WAGE RATES
ADJUSTMENT EFFECTIVE June 1, 2009

Inaccordance with Ordinance No. 45-98, being Sections 18-5-81 through 18-5-86 of the 1984 Detroit City Code, titled Detroit Living Wage Ordinance’ (Ordinance), the Purchasing Division of the City Finance Department has determined that the following adjustments to the living wage rates are necessary to reflect changes in the federal poverty level:

1) Where health benefits as defined in the Ordinance are provided to the employee, the living wage rate is $11.03 per hour (100% of the federal poverty level income guideline for a family of four); and

2) Where health benefits as defined in the Ordinance are not provided to the employee, the living wage rate is $13.78 per hour (125% of the federal poverty level income guideline for a family of four).

These rates are based upon the 2009 federal poverty level income guideline of $22,050.00 for a family of four in the contiguous 48 states and the District of Columbia, as published in the Federal Register: January 23, 2009. In order to provide the notice to employers required pursuant to Section 18-5-83 (d) of the Ordinance, these rates shall become effective June 1, 2009.

These rates will be further adjusted periodically when the federal poverty level income guideline is adjusted by the U.S. Department of Health and Human Services.

The Ordinance applies to employers who are contractors’ or grantees’ as defined in the Ordinance, where the contract or grant is entered into or renewed after the effective date of the Ordinance, which is December 16, 1998.

Current poverty guidelines can be accessed at the Poverty Guidelines, Research, and Measurement web site of the U.S. Dept. of Health and Human Services. The Detroit ordinance also requires companies to attempt to hire Detroit residents to fill any new jobs created as a result of the contract assistance granted by the city.

Detroit Living Wage Ordinance

Ordinance No. 45-98, being Sections 18-5-81 through 18-5-86

SEC. 18-5-72. APPLICABILITY.

This ordinance applies to any individual, proprietorship, partnership, corporation, trusts, association or other entity which is a contractor or a grantee, defined as following:
a contractor is a party to a contract with the City of Detroit primarily for the furnishing of services (as opposed to the purchasing or leasing of goods or property), where the total expenditure for such contract exceeds $50,000.00, including any subcontractor of such contractor:
a granted is the recipient of any financial assistance from the City in excess of $50,000.00, including any federal grant program administered by the city, revenue bond financing, planning assistance, tax increment financing, tax credits or any other form of assistance, if the purpose of the assistance is economic development or job growth, including any contractors, subcontractors or leaseholders at the subsidized sites.
The minimum wage requirements of this ordinance shall apply with respect to any employee of a contractor or grantee who is employed either part-time or full-time at a job site covered in whole or in part by the contract, or to any employee of a grantee who is employed either part-time or full-time at any job site covered or subsidized in whole or in part under the grant of financial assistance.
SEC. 18-5-73. MINIMUM REQUIREMENTS

Each contractor and grantee shall pay its employees wages which are at least equal to a living wage as defined in this ordinance.
A living wage means an hourly wage rate which on an annual basis (based on forty hours per week, fifty weeks per year) is equivalent to either of the following:
One hundred and twenty five percent (125%) of the federal poverty level; or
One hundred percent (100%) of the federal poverty level; if health benefits are provided to the employee. Health benefits, for purposes of this ordinance mean fully paid. comprehensive family medical coverage.
The federal poverty level means the United States poverty level income guideline for a family of four, as adjusted periodically.
The City Purchasing Department shall adjust the living wage as necessary to incorporate changes in the federal poverty level. The Purchasing Department shall publish a bulletin announcing any changes in the amount of the living wage, and shall inform each contractor and grantee of such changes in writing, prior to such adjustment becoming effective.
To the greatest extend feasible, a covered contractor or grantee shall attempt to fill all new positions created as a result of a contact or financial assistance with employees who are resident of the City of Detroit. The foregoing shall not be interpreted as [a] residency requirement: nor shall it cause any contractor or grantee to terminate, transfer, or lay off any employee who is on the payroll at the time coverage under this ordinance becomes effective for that contractor or grantee.
SEC. 18-5-74. ENFORCEMENT AND PENALTIES

Each City contract or grant or financial assistance shall require compliance with this ordinance. Each such contract or grant shall provide that willful or repeated violation of this ordinance will entitle the City to terminate the contract or grant.
Every contractor or grantee shall post in a conspicuous place or any job site subject to this ordinance a copy of the minimum living wage rate required under this ordinance the City shall notify contractors and grantees of the minimum living wage rate, and adjustments thereto, within a reasonable period before they become effective.
A contractor or grantee who violates the living wage requirement shall pay to each Employee affected the amount of the deficiency, for each the violation continues. Willful violation of the ordinance will result in a penalty paid to the City in the amount of $50.00 per violation for each day the violation continues . The City may withhold from payment, grants, of financial assistance to the employer such amounts as necessary to effectuate the payments provided in this paragraph.
A contractor or grantee who is assessed the $50 penalty provided above based on more than three (3) incidents within a two (2) year period shall be barred from bidding on or entering into any contracts with the City or from receiving any financial assistance from the City (as defined in Section 2(b) [sic] [Section 18-5-72(b)1 . for a period of ten (10) years from the date of the last violation. An incident for purposes of this paragraph means one payroll, payday, or date of payment, regardless of the number of employees affected by each incident.
A person affected by a violation of this ordinance may file a complaint with [sic] City Purchasing Department, which will have ninety (90) days to investigate and remedy the complaint. If the complaint is not resolved to the complainant’s [sic] satisfaction within the ninety day period, the complainant [sic] or his or her representative may bring an action in the Wayne County Circuit Court to enforce this ordinance. The court shall award reasonable attorneys fees and costs to a person who prevails in an enforcement action. This ordinance shall not be constructed [sic] to limit an employee’s right to bring legal action for violation of any other minimum compensation or wage and hour law.
SEC. 18-5-75. SEVERABILITY.

Ifany portion or provision of this ordinance is declared invalid or unenforceable by a court of competent jurisdiction, the remaining provisions shall remain in full force and effect.

SEC. 18-5-76. EFFECTIVE DATE.

Thisordinance shall apply to any contract entered into and any financial assistance granted or renewed after the effective date of this ordinance. Entering into an agreement for extension of a contract for a period beyond its original term shall be considered entering into a contract for purposes of this paragraph.
